Report by the Financial Crisis Inquiry Commission

A recent report by the Financial Crisis Inquiry Commision seemed to conclude that there was no clear-cut action that led to the Financial Crisis.  The report, like anything else from the government, was very long (633) pages and in the end blamed everyone.  So if you blame everyone, does that mean that really no one was to blame?
